The Rebuilding of Over The Rhine Since the City's Strife of 2001

CINCINNATI, OH - SEPTEMBER 3: Quincy Moore sits inside his barber shop called Pure Pleasure in the Over-The-Rhine neighborhood on Wednesday, September 3, 2014, in Cincinnati, OH. Moore was recently given a ticket for waiting for customers during a slow period outside the business he owns. Of the relationship between Cincinnati police and the African American community, "Its hard to use the word trust when one minute you're talking to them and the next minute they're slamming you on the ground." For some, Cincinnati's Over the Rhine neighborhood is a model for how a city can positively move on from racial tension and a disjointed relationship between police officers and the community they serve. Like Ferguson, Missouri, where unarmed African-American Michael Brown was killed by a white police officer, Cincinnati had a similar incident in 2001, where unarmed African American Timothy Thomas was killed by a white police officer.
